Approved minutes 10 July 2023

TARRINGTON PARISH COUNCIL (TPC)

MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON MONDAY 10TH JULY 2023 AT 7.35 PM IN LADY EMILY COMMUNITY HALL

Present:                      Cllrs Gillian Board, Jakki Cunningham, Paul Grey, Robert Hodges, John Tallis (Chairman), Janette Ward.

In attendance:            Paul Hayden (Clerk).

Public:                         Five.

62/23    APOLOGIES

Apologies received and accepted from Cllr Howard.

63/23    DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS

No interests declared or written dispensations requested.

64/23    CO-OPT TO FILL THE COUNCILLOR VACANCY

The prospective parish councillor was invited to give a brief presentation on her background, what skills she would bring to the Council, and how she would represent the views of Tarrington parish residents.

RESOLVED: Linzy Outtrim was co-opted onto the parish council. After completing and signing her declaration of acceptance of office of councillor, she joined the meeting.

65/23    PUBLIC SESSION

65.1/23 The Ward Councillor did not attend this meeting and so no report was presented.

65.2/23 Three local residents (representing 30 other residents) attended the meeting to raise the ongoing issue in Little Tarrington with speeding/dangerous drivers, increased HGV usage and caravan park users continuing to approach the caravan park via the lane from Woodend/Ashperton rather than the signposted A438 road junction. Road markings and slow warning signs have been worn away exacerbating a dangerous situation. (This has been reported to Herefordshire Council by the parish clerk and residents).

RESOLVED: The Clerk requested to write to the Ward Councillor to set up a meeting with the three Little Tarrington residents who attended the meeting.

Members considered requests received from two Barrs Orchard residents for the parish council to install EV charging points in the Tarrington village car park and the car park at Lady Emily Community Hall. Investigation shows that Government grant funding will cover between 60% to 75% of the costs of installing an EV charger, but to qualify individual applicants must have access to off-street parking, with the exception of the On-street Residential Chargepoint Scheme available only to local authorities (in this case Herefordshire Council).

RESOLVED: The parish council are unable at this time to consider installing EV chargers, but would consider approaches from commercial companies interested in installing and providing EV charging services to residents.

66/23    MINUTES FROM THE EXTRAORDINARY MEETING OF THE PARISH COUNCIL HELD ON MONDAY 19th JUNE 2023

RESOLVED: These minutes were approved as an accurate record of the meeting and signed by the Chairman.

The Clerk is currently arranging a meeting for Cllr Howard with the Locality Steward from BBLP to look at existing and potential defects within the parish.

RESOLVED:  Cllr Howard will report back at the next meeting on his tour with the BBLP Locality Steward.
